ARM controller

i want to know about ARM controller kit and how it can be used over ethernet
and also how it is been programmed by user.

Purchase an ARM Cortex M3 Kit with an ethernet controller. It should have a BSP software and OS with a TCP/IP stack on it to have a head start.
