consider the first 3x3 matrix from the above

matrix here the center location is 4033 similarly consider next 3x3 matrix as
1 2 3
4033 4034 4035
8065 8066 8067
here the center location is 4034 like this it will goes on....my question is how i can access or write some data in every center location in all 3x3 matrix

assume (m*n) matrix...
(0,0) (0,1) ............ (0,n-1)
(1,0) (1,1) ............ (1,n-1)

: : :
(m-1,0) (m-1,1) ............ (m-1,n-1)

that means u have access the locations
(1,1) to (1, n-2) for second row
(2,1) to (2, n-2) for third row
and till
(m-2,1) to (m-2, n-2) for last but row

by two nested for loops u can achieve this......
