12VDC to 220VAC 100 Watt inverter circuit

I want to know the working of the circuit given in the attachment

The schematic has a mistake ,12 V must be on the right side feeding D2, C2, and CD4047 thru a resistor , search google for cd4047 and you will find similar schematics.
 

The minimum supply voltage for a CD4047 is 3V but then its output currents are too low to drive the driver transistors.
A 74HC4047 if available works as low as 2.0V.
The driver and output transistors have a voltage loss of as much as 5V when their current is very high.

In addition to the 9V zener diode instantly blowing up when powered from 13V, the CD4047 is not powered (pin 14 and pin 7) and its pin 12 must be connected to 0V.
