1. DSP boards, if dense, allow more components to be placed on the top layer. So the routes are taken to inner layers.
2. In digital design, it is advisable to have dedicated GND and VCC Plane layers, for better current handling, low impedance and trace shielding reasons.
However, it need not always be 8 layers. It can be less or more depending on the complexity.
The stack-up also depends on the board thickness you required, complexity of routing & Placement, critical signal routing, impedance matching requirement with respect to its reference power plane, number of power signals on board to be laid on plane layer.
Its not always to be 8layer. But its always good to have a well balanced board so that your board will have uniform dimentional stability when subjected to temperature variation. Also it will have uniform trace width and DRC settings.
Generally 8 layer board contains 6 signal layers and 2 powerplane layers,And these powerplane layer are kept in such a fashion that every signal layer should get a proper return path.
