Why no signal from FBUS NOKIA 3310 when sending SMS?

fbus signal

i want to extract SMS from FBUS of NOKIA 3310 handset. however, when i send and receive SMS using the same NOKIA 3310, the signal form the FBUS as monitored on the oscilloscope is retained in 2.8V. it that any circuitry or setting is required?
