What is the best frequency for a Point to Point connection based on this S11 / S22 Return loss graph?
 

You have two optimal frequency where reflections are minimum one is around 5.5 GHz and other is around 5.7 GHz so I think you can make choice between them if I understood your problem correctly

Insufficient data to make a selection. What is your signal BW? What are your regulatory restrictions? What is this a plot of?
 

This is the specs from the antenna manufacturer for a long range point to point dish, so I'm trying to determine which radio to use to be able to take advantage of that spectrum.
 

Any S11 or S22 for an antenna better than -20dB is considered very good. It looks like you have 300MHz in which to select your radio.
