What exactly is Tellegen's theorem?

I have seen about Tellegen's theorem in many places. What exactly is Tellegen's therem?

That is like asking, "What are Kirchoff's laws?" Tellegen's theorem is elucidated in many places, especially in texts on circuits theory. For that reason you should not have to ask about it in this forum, unless you have a specific question about it.

Take any complex two port passive circuit and compare the open circuit voltage ratio from one side to the inverse short circuit current ratio when driven from the other side and this equality and reciprocity is known as "Tellegen's theorem".

I saw that in DSP. That's why I got confused.
 

V1/V2 (o.c.)= - I2 / I1-s.c.

where two ports have V1,I1 and V2,I2 for two tests. open circuit voltage from primary side , V1 and reverse test applying and measure secondary current I2 so you can solve for I1 in short circuit from the equation.. Two tests with 3 measurements and 1 unknown may be solved from any other 3 knowns.

Where's the confusion?
