USB battery charger using mcp73855

The above image shows a usb battery charger circuit using mcp73855 charge controller. But i am lost as to what the usb control is ??? Is it an IC or a computer part or what??? Also additional detail can be found at THIS link. Please help me as its important.

This chip using USB only like a power supply. You can use it with any 5V stable DC current sources for charge li-ion batteries. If you need an example of use this chip, I will post a part of my project where I used it for a li-ion battery from mobile phone.
This chip provides a stable current on deep recharge phase and then stable voltage on 4.1 level for fully and save charge.
The charging current is adjusted with resistor. I tried to use it with 350mA current - and it works. I afraid to overheat it, but it stays cool all the time.

Yeah it would be nice, but i am confused about the usb control. what is it??? How do i control the current output from usb port?? is it automatic????
 

Using USB control you can use USB in High Power mode. In this case the charge current may be about 500mA. By default all usb devices can use only 100mA of USB supply current.
Sorry, in my schematic I used another one controller without temperature control.

No no u r not getting my doubt. I am a noob. Suppose i put the usb type a male connector into usb port on my pc, what output will it give in all four of the output pins?? Like will the pc always give high power ??? What is this thing called usb conntrol??? Is it a part of pc or is it an ic, or some other component which i must get and implemen externally. Also please refer me to some good literature about usb.
