I have two important answear:
1. Orcad PCB editor or Cadence Allegro have a union functionality how Altium Designer?...in Altium Designer you can place and route a part of the circuit and than I can do a union of this section of the circuit and than move it in the board how a single component.
2. There is a tutorial for Cadence PCB Editor or Allegro that i can use to learn the design reuse of a section of the circuit placed and routed and to link this module with an hirerchiacl block of the circuit.
 

I don't think your question is very clear? Do you mean that "how to merge two board files" in cadence Allegro?
 

No.
When you design a portion of your PCB in altium you can use the union function to fix this components and route and than you can move this block how a single component.
The function is similar at the design reuse module but don't use a subdesign schematic.
 

You can route a part of the board and than move and rotate it in the board how a single component. In the Cadence PCB Editor 16.5 there is a functionality that we can use to do it.
It is wanderfull.
