How to connect FPGA with C51(5V) without CPLD?

connect fpga to ic

Hello all,

I have to connect FPGA(spartan3) with C51 (5V), the spartan3 IC only support up to LVCMOS 3.3V, and I do not want to isolate them with a CPLD, what shall I do?

using buffer IC between them for I/O voltage convert
As I know, 3.3V interface support 5V I/O standard
