Need help with LPC2103: How to check whether uC is working?

Hello,
I am a newbie to embedded systems. I am testing LPC2103 over a domestic board . I use Flash Magic to burn my code to the board. I could burn it until last week but after the weekend it doesn't burn and the flash utility gives the message "Failed to autobaud". I use USB to serial cable for burning and have checked it on other boards and it works.I have checked the 14MHz crystal by checking for short through multimeter and it is not short and seems to work. I have checked the MAX322 IC which is responsible for interface between uC and RS232 and the connections and voltages are working. I tried to start the LPC2103 in bootloader mode in hyperterminal by sending a '?' character as given in the user manual but I don't get any reply called "Synchronized" from LPC2103 through UART. When I do the same for other boards having LPC2103, i get the response saying "Synchronized" confirming that the uC has entered the bootloader mode. I am stuck up in confusion whether the problem is with the uC or something to do with the board. So can anyone tell me is there any multimeter or oscilloscope method to check whether the uC is working or not specifically with LPC2103. I am stuck up on this since a week and can't figure out a solution. Please help me asap!

use the scope to see if you see oscillation on the clock pins.

and if the lpc was loaded with a program the last time, and the program produces certain output patterns on the pins, you can check their existence.

otherwise, the board is toast.

check the code whether the program is dumped in microcontroller.
Else check same code to ur old board.
