Scaling between two technology

how to scale one technology design to another low level abstraction technology design. what is the liberary difference between this two design.
 

You mean you want to re-implement an ASIC netlist onto a different technology?
 

hi,

my 2 cents,

if i understand the question correctly, is it "Technology migration", say you have a netlist with 130nm and you want the same to port to 45nm or so .

link library = 130nm
target library = 45nm

regenerate the netlist.
