What's better for 64*16 LED signboard, latch or shift register?

hi
i'm going to make 64*16 led sing board or making it wth dot matrix , now please tell it is better i use lacht or shift register for this and then how can i make some effect like zooom out and other things

better way is to use latch and no multiplaxing.
directly use latch and use mcu behind it

A 16x64 LED signboard is a complex project and you will need a MCU. What MCU are you familiar with?

i really use AVR , and i decide to use latch so now the problem is the best way of assembling the whole circuit with AVR and latches
