This protel file are the same of the Altium designer program

convert pbc file to npf file

I have tried the eaagletoprotoel convertor,
here is waht happens.

I load board run the 'run eagle4.ulp' and it comes up with error

UNKWON IDENTIFIER
PAD SHAPE XLONGOCT

but if I run 'run eagle4-1.ulp' it goes through ok.

I used the eagletoprotel converter saved it then ran Altium designer nothing happened, So I treid to open it from the menu in alitum this then started the DXP import wizard. and it worked, :D :D I was impressed very much
