SG2534 Close Loop Design Buck Converter

I am trying to close the loop using SG3524 for a buck converter. I have used a high side drive with sg3524. But at starting, the output of Op Amp pin is 4V and it's corresponds to lowest duty cycle. Then my output voltage is not rising. I have connected reference voltage to +ve pin and resistor divider to -ve pin to the output voltage resistor divider.
