do u have the file which explain the layout rules , and the file which contain the information about the tech , like sheet resistance of the metal layers , and so on " process parameters "

No, you should sign the agreement with them. However I often seen people asking for TSMC PDK for Cadence here and getting replies... so it should be not that hard to find it..

tsmc and all pdk are company confidential...i guess you will not get it here...unless you know someone who is working with a project using tsmc process that you are looking for...
