I am currently in my first year of electrical and electronics degree programme. I would like to ask for assistance on how to go about starting this project. A little guidance from you experienced people would really help me to complete my project. Thank you in advance.

DETAILS :
-four traffic lights = one junction one traffic light
-pedestrian crossing light
-amber light for 2 seconds
-green light for 5 seconds
-flow is free to be chosen by designer as long as there is no collision

(we are provided with LEDs, flip flops, AND, NAND,NOR, NAND and NOT gates )

I would really appreciate your help in making this project a success

But I am not allowed to use a 555 timer... And I do not have a decade counter. I can modify my JK flip flop to make a counter... I am suppose to use the counter for the timing of the light... How can i modify the following diagram?
