I dont think so for example all the switches in the doors are connectet direct to shassis and switch the lamps when the door opens, the same is with the brake lights switch and the manual brake indikator switch etc.

Your problem seems to be not in the tuner but in the so called AFC detector network in the IF amplifier. If it is not tuned or broken the symphtoms are exactly the same. I'll search for the shematics and send you with some hints how to check the AFC network.

The single supply OP amps DONT NEED a bias in order to get the output to 1/2 Vcc they are designed to do this automaticly! Use LM358 or better NE542 or similar single supply OPAMP! I personally think that you dont have enough Vcc because if there is 4Vpp...
The terms top boot block and bottom boot block are for the memory not for the CPU it usually always boots from the top last two adresses,but you may be upset about the sector organisation of the two memories if it is asymetrical -because the CPU may have problems wrighting to flash.

Re: relay related problem
Try to disconnect the relay coils and see what happens-if the problem is still available then correct the software if not then try to decouple the pic totally by using optocouplers it's simple -no common GND .
