Audio Transformer means A Tranformer which covers the audio freq range from 50Hz to about 10kHz as compared to Power Transformers which generally operate at either 50 or 50 Hz only.
Audio transformer is generally used for galvanic isolation.

If the voltage you are going to measure is sine wave then:
Use a transformer to step down the voltage. Then convert this AC voltage to DC using a simple op-amp base full wave rectifier. I think it would be easy.
increasing ups backup
A simple circuit cannot increase the backup time of the ups. One solution is to increase battery capacity. Other is to make it more efficient ie reduce losses in transformer, power stage and batery cables.

If you earth the inverting input (V-) of the opamp, then this voltage follower becomes a simple comparator. Then if input on non-inverting pin (V+) is > 0V then ouput (Vo) is +V ie max pos supply voltage - saturation voltage of the output stage. Similarly if input on V+ is < 0V...

Yes you may erase and re-programme the device as many times as you like even if its lock bits are set. However you cannot read its content if its locked.
