In my opinion, for a low cost sine wave oscillator use low cost TCXOs. Some of them produce 10 MHz pulse trains. If it's the case just put a bandpass or lowpass filter after that.

A simple way is : using a delay line ( fabricated delay lines are available from different manufacturers) and use a fast logic circuit for AND the main pulse and delayed pulse.
Based on my experience in a lot of circuits that I have made, there would be no problem in using resistors and capacitors by 2.5 GHz and even more above. ( I have used 0603 resistors by about 6Ghz and by removing their metalalization in parallel faces by above 10GHz).
