Wilkinson divider isolation resistors

I am trying to design and wilkinson power divider, but am having problem with optimizing isolation resistor values. Can anyone guide me to the right direction? Also is there any free software i could use to run simulations for this design? Thanks
 

Normally in a 2 way wilkinson power divider the value of the resistor is kept constantly 100 ohm!!.
 

HI,

Like I remember the resistor (in theory) suppose to be 100 omh, and you need it for improve isolation and return loss of the ports. if you need a formula tell me!!
