only try to read it carefully and to translate every part in each formula by its corresponding block in the diagram atached with each one. and also try to find a suitable reasoning for each block..

I think it is not an applicable case of planning, as each company is working for its benefits and losing one of its channels to the other company is not an economical issue.
But any way if we assumed that can happen, all what you need is to configure your BTS with the new frequency...

there is too difficult to determine a clear and constant specs for GSM or any othe comm. system. But there are a general specs that could be mentioned as:
- the up/down link band is about 25 MHz (bands are 800, 900, 1800, 1900 MHz)
- the GSM channel BW is 200 KHz...

Switch is enough in case of making LAN only and you will not going to access the internet by any way...
Router is needed in case of getting access to the internet as it is an essential stage before getting into the Web, as the router can read up to layer 3 which switch can not.

Switch, can encapsulate the data up to layer 2 "DATA Link Layer"
Router, can encapsulate the data up to layer 3 "Network Layer"
and so,
on the level of the LAN, the only needed is "switch", which means that the devices in the LAN will...

I see that no problem having Vfine negative...
it is not a condition that the control volt is positive....an example of that, consider an FM modulator, so you will use that VCO and the control volt is a biopolar signal (sinusoidal or triangular)...
