I made a circuit(see attached sch).
Half bridge MOSFETs not drawn.
IC L6699D do not starting.
Pin 11(LVGate) = 15V
Pin 12 (VCC) = 15V
pin 1,4,5 = 2V
pin 7 = 6V
pin16 (VBoot) = 12V
Others pins = 0V
Oscillator (CF pin 3 = 0V) do not starting.
What should I do?
typical IC - MC34063.
you can make a step up-step down circuit, and battary will charging if input voltage below or higher then the battarie voltage. But it willn't give you much current.
for step down circuit use MC34063, For step-up - MC34063 or ZXSC300.

I have experience in series resonant converters technics.
Need more information on cost and power, modes of charging.

1) for max712 charger I made a step-down, wich sets 0.5V on current generator transistor.
2) for power led I made driver (MC34063+LM358) wich sets output current (~1% accuracy) and limits the output voltage. So, it can be used to charge small Pb-Acid batteryes.
