It looks like Board to wire connector....you can go through this category of connectors in SAMTECH, Molex and Tyco website...Hopefully you will get this connector...
You can verify other details like connector dimensions...once you found a closed match..
Basically you want to drive LED with AC source... For this you can use Capacitor voltage divider instead of voltage divider. there will very less dissipation in capacitor voltage divider.
One important thing is...18V across single LED is too much...Thats why it is flickering and died in 3-4...
Instead of CPLD you can go for low cast FPGA like SPARTAN 3. The cost is almost same...but you will get more logic elements in FPGA...Easily you can port I2C code and your algorithm.

I will suggest you some projects on that basis..
for Current upto 5 Amp you have to use shunt resistor. For nontouching current resistor you can use Hall effect current sensor....
