how to make a function test circuit using LEDs for 74HC393 binary counter IC

An "HC" logic IC has plenty of output current to drive one or two LEDs if you use series resistors to limit the current to below 25mA. But the "HC" package maximum allowed current is only 50mA and the 74HC393 has up to 8 outputs that are active at the same time so the current into each LED must be 6.25mA or less.

The 74HC393 is a dual counter so it needs one or two clock oscillators to drive it.
