get start development windows ce

Hello,

According to wikipedia at https://en.wikipedia.org/wiki/Windows_CE WindowsCE is available as an OS for Intel x86 and compatibles, MIPS, ARM, and Hitachi SuperH processors.I think It could let us make NICE and BIG projects easily.

Anybody has any idea of using it with ARM chips,Development Softwares,Circuits,Proteus Designs....?

How to get Started ?........
