In Android 10 and above, there are some system and app-level optimizations and policies that may cause WiFi or Bluetooth scanning to remain on after these features are turned off. The following are possible reasons:

System optimization: Some versions of Android will automatically reopen these functions according to the system's automatic optimization strategy after the user turns off WiFi or Bluetooth scanning to ensure the normal operation of key system functions. This is to avoid some apps or services from not working properly due to turning off WiFi or Bluetooth scanning.

Background apps and services: Some apps or services running in the background may trigger WiFi or Bluetooth scans and use these features in the background, even if the user has turned them off. This is to ensure that certain app features (such as location services) work properly.

Location services requirements: Some apps and services require WiFi or Bluetooth to provide location information. Even if the user turns off WiFi or Bluetooth scanning, these apps may request that these features be turned on to meet their needs.

To resolve this issue, you can try the following steps:

Find background apps: In your device's app settings, find and check which apps are running in the background and using WiFi or Bluetooth functionality. You can try stopping or disabling the background activity of these apps.

Check location settings: Check your device's location settings to see if any apps are using WiFi or Bluetooth to provide location information. You can set settings for these apps to limit their location permissions.

Update firmware: Make sure the Android version running on your device is the latest, as new Android versions usually fix some issues and optimize system behavior.

Contact support: If the problem persists, you can contact the device manufacturer or Android Community Support for additional help and advice.
