Why do VR's need a Load Line (LL) to power high performace CPU's

I was wondering ;
What is the purpose for using a LL to power high performance CPU's ( i.e. as per Intel's VR12.5 Spec) , and how/why is the "Active Transient Compensator" (or Active Voltage Positioning) used for in VRM's ?
