Why back antenna with lossy cavity?

Why back antenna with lossy cavity? Is substrate like FR4 or Rogers RT Duroid the lossy cavity?
 

To reduce/eliminate radiation in the back lobe.

Lossy cavitys are usually absorbers material.

Are you referring to spiral antenna?
