Why amplified signal passes MAX294 filter?

I am studing an circuit to obtain signal ECG
when this signal is amplified It passes for an filter max294

why?

This signal is at a very low level and low frequency. The electrodes also pick up the mains signals. This filter removes the interference from the mains.
