1) Cost is certainly very important. However, the lowest system cost doesn"t always mean choosing the lowest cost component. For example, higher performance product, even though it means higher component cost, can help reduce manufacturing cost (less adjustment, shorter development time, etc.)
2) The encryption is usually done at the FPGA/DSP behind the ADC. There are many algorithm available, depending on how much protection you need.
3) Many ADC"s have PGA built-in. Please refer to the selection guide.
