i want to choose a complier.think about IAR & KEIL.
i ewant to know which complier is much easy to use & more user friendly &
have more example?
is both of them work with wiggler JTAG?

Olimex manufactures ARM-JTAG dongle for programming and debuging (MACRAIGOR WIGGLER compatible).
They have tested on a wide C compiler available on the market. If you want to work as a professional I suggest IAR (their 32K limit for C code it's a strong argument to start with, besides that support wiggler).
Keil has the reputation of a solid technical support (at least for 8051 platform) I didn't checked if wiggler compatible dongle works for keil. But If I were you I would go for CrossWork for ARM from Rowley Associates that as Olimex said is the very first package to support smoothly Wiggler and ARM_JTAG. This is one I'm currently play with. But it's only my opinion if I feel more comfortable using this rather than other compilers.
