Which BLE chip/module?

I have looked at different BLE modules and chipsets and the one starting up the fastest and making connections fastest seems to be the CC2640 from TI. I need something that will receive a advertising message over BLE in the quickest possible time - 5ms... At the moment I am using a Silabs BGM111 but I am missing packets when I have 3 or more of these on at the same time. I am transmitting a small packet (8 bytes) every 15ms on each of the devices.

Any help or advice will be appreciated.
 

What about esp32? It can be used as a BLE and wifi at the same time, or even a raspberry pi zero
