I think that you should supply us more information:
- Which OS do you use?
- Which language do you use?
So you can give you specific and useful answers!

You dont need API functions as you use a solution.
You can use Virtual com port driver with an activex capable of communicating with com port.
Or your chip provider for interfacing usb port may provide you with a dll file or an activex to use with that.
For example you may use avr309 or pic16f745 or FTDI chips.
If that is not the answer say why please!
