soft means temporary error after defined number of retries such as 4 or 16 etc.. hard means permanent error after defined number of retries and depending on system may or may not include error correction.
BER vs SNR curves shows probability of an error. Thus the length of the message affects message error rate which can be a soft error if recovered with re-reads for memory or re-transmit/retries for channels.
