What's the simplest way to do some animation to present a traffic lights controller?

hi all,

i didn't know where to post this, so am posting it here..

i need to model the movement of vehicles on intersections and trafiic lights with c++, what is the best and easiest way to do that..

i need this for my graduation project which is about traffic control on a network of intersections, so i need to do some animation for the project discussion to present the controller..

i need your advice, shall i use openGL? keep in mind that i have no experience in graphics and animation programming and i need something that i can learn quickly learn and is effective at the same time..

any help will be so much appreciated..
