Whats the basis for deciding the width and height of a cell

Hi guys

Can you explain ?on what basis the standard cell hight and width are desiding ?

The size depends on the size of your layout plus, to the best of knowledge, it should be multiple of the grid, which has something to do with place and route tools. I never used these tools, so I can not tell more about that.
