what is the use of OD2 layer in 28nm TSMC process?

in 28nm TSMC process we have OD2 layer.

Is this layer related with WPE effect?
 

I am not sure about this.

OD2 is the active layer for high voltage devices.
You use this for IO device where the voltage is more.

No, This layer is not related to WPE effect
