VPI and PLI are dead?

No, not at all, far from it. Both are supported by commercial tools (Modelsim for instance). Icarus Verilog also has support for PLI 2.0.

That said check first if you can work around the problem by e.g. using system tasks. Otherwise, indeed PLI/VPI are a little more cumbersome to use than SystemVerilog DPI.

Does anyone know if EDA Playground allows access to tools with SV DPI support?

supports SV including DPI 2.0.
