What is the optimum frequency range for a full adder cell....i have used 1 MHZ....Is that OK?...Can any one help me?....

This question is somewhat empty if you don´t specify manufacturing technology of the standard cell.

I have used PTM 32nm finfet model for simulation......done using hspice.....full adder cell designed using conventional( 28 transistor model), pass transistor logics etc.....
 

What is the optimum frequency range ...

What do you understand as optimum? Optimum usually is what your application needs.

Should you think of maximum frequency:
Sweep up your analysis frequency (under worst case conditions, eventually) until the circuit doesn't work correctly any more. Define your max. frequency a bit less. Should be several 100MHz .. 1GHz in your tech.
