what is Rail to Rail Operational Amplifiers? their are used in which place?

Hi!

Rail-to-rail means that the amp op output (or even the input) voltages can swing to (almost) the voltages used in the supply lines of the op amps. Rail are the positive and negative line voltages used to supply the ic. The most of amp ops cannot have their outputs near the supplying voltages because they have voltage losses in the output transistors. But rail to rail amp ops try to diminish these losses, using better transistors.

common mode goes from vss to vdd (input & output)

That means your Amplifier output can be from vss to vdd.

Input can be from vss to vdd , too

It means the output can swing from Power supply to ground.
