What is meant by electromagnetic force?

Electomagnetic force is a force that act on conductor in magnetic field. Its value is based on electromagnetic induction, leght of conductor (inside that field), and electric current.

it is the force experienced by magnetic material when placed in electromagnetic feild

It is the Lorentz force in general. The total force experienced by a charge q moving with a vel. v [/i] in electric is
F = q × (v×B + E)

Similarly when the charge moves, it creates an electric field of E given by Coulomb's law and a magnetic field given by Biot Sevart's law.
