what is meaning of ecsm_capacitance(fall) inside rise_transition in .lib file?

I was studying ecsm_capacitance and I found that in some places we write ecsm_capacitance(fall) inside rise_transition in liberty file.
we write rise_transition for RISE TIME of output pin but I got confused with fall capacitance inside rise_transition .

Do we write capacitance of related pin inside output pin's rise_transition section?
