They are studied in citcuit theory because the denominator of an s-domain transfer function of any stable LTI system is a Hurwitz Polynomial.

Hi Okman, I think the given WIKIPEDIA reference really contains a good explanation of (a) the HURWITZ polynom (definition) and (b) it's application for stability analysis of feedback systems in form of the ROUTH-HURWITZ criterion (see the link within the Wiki-text). In case you need further details and examples use textbooks on control theory.
