What does the dielectric substrate do if I have a PEC microstrip on the substrate?

It provides isolation, and - together with the microstrip's dimensions - determines its characteristic impedance.
Also, most of the waves' energy travels through the dielectric.
 
A dielectric is generally used to create a capacitance.. the charges is induced on one side of the dielectric and and the reverse charge gets induced on the other side of the dielectric ... hence dielectric is used for creating a cap..
