What does term Uoc and Up for SPD mean?

Hi Guys,

In Surge Protection Devices (SPD), what does Open circuit voltage (Uoc) 10KV or 20KV mean? Is this equal to voltage protection level (Up)?

What is the difference between Uoc and Up?
