what does DC DC converter voltage input range mean?

I am using a DC/DC converter for getting 24V regulated DC output. The datasheet specifies the input voltage range of 19-72V DC. What does really the input voltage range mean? Will the converter be damaged if the voltage is outside this range or it will work again if voltage is within range?
 

The minimum and maximum input voltage you can input. Lower than 19V will not damage your chip but higher than 72V might do some harm. In order to get 24V out, you need to supply input in the range of 19-72V.
