What does mean Black-box sequential cells?

As I know it make lower fault coverage results.
But How can I make Black-box sequential cells?
 

The concept of "black-box" is from the perspective of analysis of some sort. It means there is some boundary that a tool can not see the description inside. You will have to look oat the documentation of that tool.
