But GP is General Purpose, i.e the cells are characterized with general process and the dely and leakage are moderate. For LP the cell leakage is quite low compared to GP as LP is specifically made for low power designs. Hope it will help you. Thanks. HAK.

Those are just names that TSMC gives to its standard cell libraries. Kind of like how Intel calls its x86_64 CPUs "Core 2 Duo", and AMD uses the name "AMD Phenom, Turion" for its x86_64 product-line. As other people have already said, LP means 'low power', GP means 'general purpose'. 90= 90nm process-node, 130 = 130nm (0.13u) process-node.
