What code is it in CPLD of a DSP emulator (XDS510 USB)?

the code in CPLD quite confuses me.
I've already have the act8990 and USB interface CY7C68013A ,but I dont know what logic should write in the CPLD between them.
I just don't know what I can turn to for help.
Can someone give me any advice or help or some clue?
